In theory setting the fan to low speed and running it constantly
should save you money. We have ours set to run full time when the
thermostat is in its non-setback setting. The same applies to
hydronic systems, they are more efficient when the circulation pump
is running constantly and the fluid temperature is adjusted to meet
the heating load.
