More interesting info:

I removed the switch cover for the dual switches and pulled them out  
of the box an inch or two. On a hunch, I turned the power back on and  
Voila! They both work now! They're still set to A1 so they both  
respond when I send the address, but they're about 90% reliable. The  
only thing I did was take the pressure off the wires that were  
crammed in behind the switches.

Any thoughts? I've got the wife's permission to leave them hanging  
out of the wall for a day or two while I troubleshoot. I assume this  
is good news, though.
