Hello Charlie,

For sure, a 25 watt load is on the hairy edge of the ability
of a standard X10 dimmer.

I hadn't thought of this, but ... how well do other dimmers
in your home work ?

Can you put a larger 'load' in the socket where the Moon is and
try that ?
